Thanks for your response.
Sorry for asking dump questions but I am new to this so please bear with
me.

When I created local repository on the mirror SVN server then mirror and
sync it to the master, I was running as "root" and specified the IP
address of the master SVN server. I later change the ownership to a
normal user/group called csvn.
In pushmi.conf, I specified a shared user name and password where this
user is defined using htpasswd command on the master SVN server.

username: shared_user
password: sydney
authproxy_port: 8123
#use_cached_auth: 1
use_shared_commit: 1

If I logged on to the mirror SVN server as "user1" and check out a
repository, I can check out, change, commit files and update my local
sandbox without any issue.
On another hand if I log on to another PC and use HTTPS to checkout a
repository using same "user1", I can checkout and update my local
sandbox but would not be able to commit.

So I am a bit confused on what you mean by logging as the user pushmi is
running as. In the case of HTTPS, would that be "user1" or "replicator"
or "root"?
