[rt-announce] RT 2.0.3 A bugfix release

RT 2.0.3 is as of right now.  The only change from 2.0.2 is that
it fixes the web ui bug that Vivek reported and provided a patch for.

From the initial screen after login, clicking on a queue name in the
Find new tickets box, you get a broken display on the resulting
Listing page.  The "Search Criteria" and "Refine Search" boxes are
caddy corner to each other rather than next to each other.  The error
is in the Search/PickRestriction template:

Basically, the HIDDEN field doesn't have a closing quote on the value
and bracket on the tag.
