Those names kind of bother me.

How about ResolveChildren or ResolveMemberTickets (i prefer the former)
Spam  should be called something more like "NotifyWatchersOfChildren"

also, does Spam deal with recursive parent->child relationships? Also, does it set the proper ticket # for each mail message?
