What's cooking in rt.git

It's been a month since the last summary, primarily because of the need
to resolve security issues.

4.0.0 is stabilized for release on Thursday, with a number of small
outstanding branches planned for 4.0.1 shortly thereafter.  Thereafter,
4.2 should get some its many branches passing tests and merged.
