    loc_pair lifecycles labels
    
        This fixes http://issues.bestpractical.com/Ticket/Display.html?id=17540
    
        However, I wish I didn't have to reformat the code to get loc_pair to
        target the correct strings. Just adding "# loc_pair" comments is not
        enough, since the "parser" in extract-message-catalog can't handle
        statements this complex. Furthermore, we do not want to loc either
        part of the "update => 'Respond'" pair.
