So, there are a number of folks working on a number of free and open problem managment systems. Recently, Code Sourcery opened up a contest for
folks to build ticketing systems in python. The first round of design docs is
available at http://software-carpentry.codesourcery.com/entries/index.html

Some of the entries are quite interesting.
