[rt-devel] WebRT broken after failed transaction

A WebRT transaction failed when the "transaction file system"
ran out of disk space.  Now, all sorts of things don't work.  For
example, view a ticket by number and selecte the owner field.
Attempt to change the owner.  The screen blinks but the change
does not happen.
