[rt-devel] Due Date --- end marker is placed wrong

SITUATION:
    I place a Due Date on a WebRT ticket of "15 SEP 2000."  WebRT makes an
entry into the files for a due date of "00:00 on 15 SEP 2000".  This is wrong.

ANALYSIS:
    The timestamp "00:00 on 15 SEP 2000" means midnight, early on the morning
of 15 September 2000.

CORRECTION:
    The end timestamp should either be "00:00 on end date plus one" or it
should be "23:59 on end date".  In reality, it should be a " 'close of business time'
on end date" where 'close of business time' is a configurable quantity.
