[rt-devel] taking ownership

So here's what happens:

I put in a request.
Billy claims ownership.
Billy has the problem fixed.
I then "should" take ownership. (according to the meeting)
confirm the problem is fixed.
set the issue to resolved.

Is that right?

no?
ok, what am I missing/doing wrong.

yes?
Now that Billy owns it, I can't change the ownership.
