[rt-devel] broken link in watchers view

In rt-2.0.2, I do this:

Configuration -> Queues -> general -> watchers

Then click on the name of one of the watchers. I get:

 The requested URL /Admin/Users/Display.html was not found on this
 server.

I think it should be Modify.html, but I'm not sure the intent.
