I started by looking at the ticket (from a email link) in the details window
 while doing a reply.... I got a reply to requester form

I entered my actions and
changed the status to resolved,
then clicked "SendResponse" button

then I got another form asking what I did to resolved?

but I had just entered that in the first form.

It seems the second form can be eliminated.
