I'm actively working on it. (I was hacking on it last night and starting

They aren't implemented yet and won't be in 2.0.0, unless someone else hands
me a patch. That said, the %RT interface could use some reworking. I'm
going to look at debbugs email ui before I touch code for a new email interface.

Ah. no. nobody should never be granted rights. the only right you need to grant
is 'Create Tickets' to the 'Everyone' group (either for your queue or globally)
I promise that docs on ACLs are forthcoming.
