[rt-devel] Non-priv search capability?

One additional note on this, the non-priv user can actually display the
other tickets if they know the ticket number. They can type it into the
"Goto ticket" and it will display other tickets.

I don't know if that's supposed to happen or not, but it does make me think
that the non-priv user could be allowed to search/display the other tickets
without trouble, unless this is a bug. :)
