[rt-devel] Referred to URL not right.

Hi,
If a ticket refers to another ticket, then while displaying one of the
tickets, the "Refers to" and "Referred to by" URLs are not right.

WebBaseURL = "http://server:80"
WebPath = "/rt" 

but the path generated is 
"http://server:80/Ticket/Dislplay.html?id=1" 
instead of
"http://server:80/rt/Ticket/Dislplay.html?id=1"
