[rt-devel] Adding new rights to the acl.

Heya all.

 I was wondering how I would go about adding new rights to the acl system? I
basically want to add a right something like "CanForceOwnership" or
something,which then any one with this right can change a ticket owner
without stealing it first.

So.. How do I add acl rights?
