[rt-devel] RT question?

RT previously re-opened tickets for the user that originally handled the 
issue.  It has recently started to re-open tickets as a new item.  This is 
not as desirable, because we may not have all of the necessary info to help 
the person.

Can someone look into this and let me know if this can be fixed?
