[rt-devel] RT 3.0.4RC1

the first release candidate of RT 3.0.4 is now available. Relative to
the pre1 release, this version adds a revised french translation.

It's now been tested on postgres and appears to work as advertised.
The major perf improvement for mysql seems to help postgres, but only
the tiniest bit. So, no matter which database you choose, RT 3.0.4 will
likely have a nice speedup.
