[rt-devel] configure --sysconfdir=/etc/rt ignored

Working on getting rt somewhat LSB compliant and not having much luck.

Redhat-7.3
perl-5.6.1
automake-1.7.7
autoconf-2.57

rt-3.0.6 (yes, 3.0.6, since it looks like the last version that doesn't   
require perl-5.8.x)

For instance:

$ ./configure  --sysconfdir=/etc/rt
<snip>

$ grep CONFIG_FILE lib/RT.pm
$CORE_CONFIG_FILE = "/opt/rt3/etc/RT_Config.pm";
$SITE_CONFIG_FILE = "/opt/rt3/etc/RT_SiteConfig.pm";

Since the configure.in isn't shipped, I cannot fix this problem.
