[rt-devel] Code documentation changes... EscalatePriority.pm

As I am learning more about RT, I am noticing that some of the code
documentation seems out of date. For example, from
$RTHOME/lib/RT/Action/EscalatePriority.pm

EscalatePriority is a ScripAction which is NOT intended to be called per
transaction. It's intended to be called by an RT escalation daemon.
(The daemon is called escalator).
...

Could be changed to:
--------------------
...
EscalatePriority is a ScripAction which is NOT intended to be called per
transaction. It's intended to be called by an RT escalation tool.
(One such tool is called rt-crontool and is located in $RTHOME/bin. 
See "rt-crontool -h" for more details).
...

Are these submissions useful? If so, what is the proper procedure to
submit the changes?
