I have resolved my problem with attachments displaying  as textwith 3.0.9pre4.  Turning off mason's Autoflush seems to do the trick. (In lib/RT/Interface/Web.pm). 

I'll leave the 'why' to the experts out there. 

Freebsd 4.8, apache 1.3.28, mod perl 1.28
