[rt-devel] [PATCH] No vertical white space on new ticket page 3.0.9

Attached is the patch applied to 3.0.9.

Perhaps a matter of taste. We didn't care for the big vertical 
whitespace trick used on the create new ticket page.

* Eliminate the unnecessary vertical white space in the create new
   ticket page.
