[rt-devel] RT 3.1.13 - Live from YAPC::Taipei::2004

Live and direct from the YAPC::Taipei::2004 release party at Cafe Oso 
in Taipei, Taiwan, I'm pleased to announce the immediate release of RT 
3.1.13. This BETA release is not recommended for production 
deployment[1], but we strongly encourage you to check it out on your 
development or testing platform.

RT 3.1.13 features numerous improvements and bugfixes since the last 
beta release, as well as all of the improvements in RT 3.0.10.

As always, we look forward to feedback on this release's stability, 
functionality and performance. (Though issues are unlikely to be 
addressed until I return from Taipei this Tuesday morning.)

[1] We're running RT 3.1 in production on rt3.fsck.com and are 
generally quite pleased with the results.
