		Hello.
When everyone has right 'CreateTicket' and only requestors have right 
'ReplyToTicket' on public queues. RT works right, but annoying.
Often users use different addresses to answer same ticket, but RT reject 
new mails with permission denied(cause Everyone has no 'ReplyToTicket').

I hope that someone has patch that create new ticket instead of 'perms 
denied' in this case, don't you? :)
