[Rt-devel] Patch: 3.8.1 WebFallbackToInternalAuth setting doc in RT_Config.pm

The documentation in RT_Config.pm states that if 
$WebFallbackToInternalAuth is undefined (the default setting) that 
fallback to internal auth is enabled. However, the code in 
share/html/autohandler, line 233 shows that the setting must have a true 
value to be enabled.
