[Rt-devel] References and Message-ID RFC

Hi all.

In module lib/RT/Action/SendEmail.pm in method SetReferencesHeaders I've found 
comments regarding appending Message-Id to References in some certain cases at 
the mention of RFC.  Can you please point me to exact RFC and exact description 
of such behavior?
