[Rt-devel] A new home for the wiki

If all goes as planned, we'll be doing the final move to Wikia later
this week.  Links to wiki.bestpractical.com will redirect to the
appropriate page at the new location, and we'll put up a read-only
archive of the old wiki somewhere.
