[rt-users] Check ticker history w/o login.

Create a guest user and include the username and password in the URL,
like this:

http://rd-webrt.tellabs.fi/cgi-bin/webrt.cgi?username=rt-guest&password=rt-guest&q_status=open&display=Queue
