[rt-users] Can't start WebRT

Does the file /opt/rt/etc/config.pm exist?  Is it readable for the script?
Some webservers won't accept running setuid-scripts, I guess that might be
the most likely culprit.

I guess it's an idea to check if the file is readable and bark if not ...
I'll try to fix that for RT2 at least ... :)
