Did the original install CGI work?

Are you using the same perl in the script as gets run when you run the
cpan command?

Try re-running:

   perl -MCPAN -eshell
   
(and at the prompt:)

   install CGI

This is the same as running perl -MCPAN -e'install CGI'

Cut and paste the output into a message and send it to the list.
