You must not be reading the entire README file.  Are you just reading that
step, and not any further?

8   Stop and start your webserver, so it picks up your configuration changes.

That is plain as day to me.  I don't think Jesse needs to put 'restart
apache' explictily, when he has step 8 telling you to restart /whatever/
webserver you're using.
