[rt-users] New import utility fails to import ticket data

On running the import-1.0-to-2.0 the following occurs:

User creation is good
Queue creation is good
Keyword from Area creation is good

but..

Importing tickets...

	main::MigrateTickets() called at import-1.0-to-2.0 line 72
1.root at slowlaris:/home/src/rt/tools
#

This is where it breaks.  Is there a new dependancy that I am unaware
of?
