[rt-users] minor display bugs in RT2

As I've installed and played with RT2, here are a few cosmetic bugs
I've found:

On my local URI /rt2/Admin/Users/Modify.html?id=4 the font shows up
as sans-serif, different from all the other pages in RT.

On the Queue Admin page, the button says "Create New A Queue," when
it should probably say "Create a New Queue".
