[rt-users] Sending Mail

Everytime a ticket is created through  email I get this error:

The mail that is supposed to be sent to "AdminCC" will only be sent
after some
time (and this is usually not predictable). What in the world is going
on?

I have the queue setup as having the above addressess as "AdminCC".
(I am using RT 1.3.69)
