[rt-users] Refresh setting not saving

I've modified RT to use cookies to store the Refresh values.  If anyone
wants the code for this let me know.  I did this in 2.0.8 but it should
work fine in any 2.0.x version.

Preferences are not currently saved between sessions. They _are_ saved
if
you bookmark a search.
