[rt-users] RT install documentation error?

It shouldn't.  The fsck.com values referred to are just that we have a really "interesting" setup here.  It _sounds_ like the RT config on the high-port apache is not right.  The stuff you're seeing is what you'd see if the mod_perl handler was not configured.
