[rt-users] contrib: on change owner

Copy the file "OwnerChange.pm" to <path_to_rt>/lib/RT/Condition/ and run 
the perlscript "insert_condition.pl".

Afterwards, you have it in your RT system, ready to configure. For 
example, as root, Configuration->Global->Scrips-> OnOwnerChange, 
NotifyOwner,Global template: Transaction.
