[rt-users] Global Group Rights: first entry always selected?

Maybe we should add a non-existant value as the first right in the list,
kind of like "Hold down CTRL to select multiple values" (or something
shorter), and never assign that right, just as a workaround around the
browser issue, since it wouldn't break any other browsers?
