[rt-users] Convert from ReqNG to RT 2

With plain boring req, req_to_rt2
(<plug>http://www.amsterdamned.org/~bc/rt/</plug>) 'mostly' works.  It
does do some 'Not Right' stuff, mainly in managing to create requestors
with ',' in the names, but we haven't noticed too many hanging issues
after converting ~40,000 tickets to RT2.

This may or may not help.
