[rt-users] apache errors out

I have set up an alias exactly as the docs instruct. I get this error when
starting the server. I have RT working on another server, so I looked over
config.pl, and everything seems the same. The only difference is the old
server is redhat 7.1 and the new one is 8.0. Test deps is good, and the
install seemed to work just fine.
