[rt-users] permission hierarchy--what permissions are more powerful than others?

Which permissions are the strongest..Permissions set in Queues?,,or
permissions that are global.  For example, If I don't grant a person global
permission to create a ticket, and I do grant the same person permission to
create a ticket in a certain queue,,will that person be able to create the
ticket in that queue?  I executed the above scenario, and the person wasn't
able to create it.
