Give the pseudo group EVERYONE permissions to create tickets in the
queue(s).
You might want to set a real e-mail address for the $CorrespondAddress and
$CommentAddress as well in your RT config.pm. Otherwise, there won't be an
address to comment/correspond with.
This is all on the online docs...you should go through them to ensure all
the important settings are configured.
