[rt-users] NotifyWithAttach and CCs?

When someone replies to a ticket and adds some "one-time" CCs, should they
also receive the attachment? The scrip action is
"NotifyAllWatchersWithAttach", so are "one-time" CCs included?

It would appear in my case that it doesn't work this way. Is there any way
to make this happen? i.e a NotifyOtherRecipientsWithAttach action?
