[rt-users] Permissions/user help

Thanks Phil. I think all this did though was get me back into the initial
state I started at. I did just notice that suidperl might be bad (v5.6.0
with perl v5.8.0). I'll get this sorted out. Thanks for the help.

"make fixperms". Your permissions are all shot. See also:
