If the Solaris patches previously referenced don't help you, try
setting

Set($LogToSyslog, undef);
Set($LogToFile, 'debug');

in your site config and restarting apache. This will log to 
$LogDir/rt.log (or wherever you set $LogToFileNamed), bypassing
the apparently troublesome Log::Dispatch::Syslog.
