[rt-users] Strange characters for apostrophes

Hello,

I am using RT 3.0.3. Recently there was a comment posted via web on a ticket
that has strange characters where I believe should be apostrophes. On Internet
Explorer they are squares and usually about 3 characters. I do know in mutt
the characters display as:

â�\200�

What would cause this problem and is any way to resolve it? It seems related
to UTF8, but I'm not certain. Thanks for any help.
