[rt-users] Small bug: i18n Accept-Language: de-de

Hi,


apparently, RT 3.0.7_01 doesn't properly handle the "Accept-Language" 
header information from the HTTP request.

Here are the symptons:


Setting:
- Deutsch/Deutschland [de-de]
- English [en]

Result: English Web UI


Setting:
- Deutsch [de]
- English [en]

Result: German Web UI


As far as I know, "de" should be used as fallback for "de-de" if there 
is no special "de-de" language file.
