[rt-users] can't login through web interface

No error.

I'll have to figure out how to get rt to dump logs or debug logs.
Right now, I don't see that rt is logging anything.

access_log provided an interesting clue:

I never saw CGI parameters appear *before* GET like this. Looks wrong.
And indeed:
