[rt-users] can't steal tickets

Nope.  The user now has SuperUser and ModifyTicket.  The user also 
belongs to a group that has:
   ModifyTicket
   OwnTicket
   ShowTicket
   ShowTicketComments
   Watch
   WatchAsAdminCc

And "Everyone" has:
   CommentOnTicket
   CreateTicket
   ReplyToTicket
   SeeQueue
   ModifySelf
