Make sure you have BinarySafeBLOBs set to false:

sub BinarySafeBLOBs {
    my $self = shift;
    return(undef);
}
RT will now store binary attachments as base64 in the database.

Second I have the following added to:
DBIx/SearchBuilder/Handle/Oracle.pm, sub Connect
    $self->dbh->{LongTruncOk}=1;
    $self->dbh->{LongReadLen}=10000000;
    $self->dbh->{RowCacheSize}=100;
 
LongReadLen is the one you're looking for. For more information see
DBD::Oracle, if memory serves me well.
