[rt-users] Problem installing rt_3.0.3pre1

I'm doing some testing on a fresh database install, and I'm also seeing the
errors when make initialize-database runs.

 Creating users...(Error: no permission to create users)0.(Error: No
 permisison to create users)0.done

is the first one that appears.
